The ACCC has released its 31th Measuring Broadband Australia report, ranking Optus the fastest NBN provider. Optus dethroned Telstra, claiming the top stop for the first time since 2021.
The new report found Optus customers receive 103.7% of their NBN plan's maximum speeds during the busiest hours of the day (between 7pm and 11pm on Monday to Friday).
Exetel maintained its second-place finish from last report, with its customers found to get 103.4% of plan speeds during busy hours. TPG followed in third, with 102.8% of plan speeds in busy hours.
The report monitors 10 telcos, including Aussie Broadband, Dodo, Exetel, iiNet, iPrimus, Leaptel, Optus, Telstra, TPG, and Superloop. Vodafone was previously included, but it is not featured in the current report.
Here's the full breakdown of how they all performed:

Compare NBN 50, NBN 100, NBN 500, and NBN 1000 plans from the providers in this report:
The new report is the first to have come out following the NBN speed upgrades in September. While past reports only considered speeds up to NBN 100, NBN 500 and NBN 750 are now factored into the results too.
This is likely responsible for some of the big changes; for example, Telstra was the top-ranked provider, but is now at the bottom of the chart. If you exclude underperforming connections, Telstra is the second fastest provider, however.
The report found on average, Australians are getting 100% of the NBN speeds their plan promises during busy hours, but this itself is a step back from previous reports. Last quarter, this figure was 102%. This is likely due to the new speed tiers.
The Measuring Broadband Report also includes Fixed Wireless NBN plans and Starlink plans. The average busy hour download speed for Fixed Wireless Plus plans rose slightly from last quarter. They increased from 92.2Mbps to 96.2Mbps. Meanwhile, Starlink customers achieved an average of 197.2Mbps during busy hours, which is up from 189.3Mbps last quarter.
As always, it's worth remembering the scale of the ACCC's testing. The results come from a month-long testing period from September 14 to October 13 across 1,072 NBN connections. All but 182 of these households have a connection with one of the 10 providers featured in the report. The ACCC reports a 95% confidence level in its results.
